QADHAFI VOLUNTARILY ABANDONS WMD PROGRAMS
20 December 2003 In convergent broadcasts, Libya, the UK and the US announced a deal in which Libya agreed to let international inspectors to assist in its deactivation of weapons of mass desctruction research and development programs. The news follows at least 9 months of secret talks between the three nations, and some report the initial move was made in the summer of 2002 by Qadhafi himself. Once considered among the leading sponsors of terrorism, the Libyan dictator's move appears designed to reestablish normal political and economic relations with the West. The lifting of US sanctions is considered to be a vital step to opening the Libyan market and achieving the much needed economic reforms sought by the government. The BBC reports that Bush officials were granted access to 10 WMD sites in Libya. Libya has accepted formal responsibility for the Lockerbie commercial airliner bombing, and has made other overtures before this indicating a willingness to rejoin what President Bush called the "community of nations".
